Regarding the OP's question. I find it impossible to answer the question of who fell more without accurate birth-times for BOTH people. I'd need to look at the house overlays, and house-ruler synastry, for both in order to judge that. If both have 5th, 7th, and 8th house activations with the other person, sometimes it's impossible to tell. You can only tell that both were attracted. If there is a noticeable difference between partners in terms of how much each person cares, most able to tell this intuitively anyway. I also feel a little funny about the question itself. If everything is going fine, it's like looking for trouble. I think astrology is always accurate, but that INTERPRETATIONS of astrology can be wrong. A bunch of people are going to have opinions about who cares more based on the personal experiences in synastry, and the own point-of-view, but they may or may not be right.
That being said, I'll look at things from the Pisces person's house synastry because they have an accurate birth time.
Is the Pisces person female? If so this could explain the attraction to a Libra Sun/Mercury.... The Pisces person has Mars in Aquarius, Aquarius traditionally rules the 11th house, the 11th house cusp falls into Libra for the Pisces person. The 11th house works like a secondary Mars for the Pisces person, showing what they are attracted to in Men.
Libra on the 11th house cusp for a women with Mars in Aquarius, means she likes sociable, charming guys, who have something unique about them. Guys with a Libra or Aquarius vibe to them. If the Libra is the guy then he matches her taste in men quite well.
Looking at the 5th, 7th, and 8th houses...
The 5th house (Romantic Sparks and admiration, being 'blown away' by someone)
The 7th house (Affection and liking, having one's soft spot touched)
The 8th house (deep emotional bonding and physical attraction, like being curious about what's going on inside someone and being magnetized by them)
The most obvious connection I see here is that the Libra person's Moon is most likely in the Pisces person's 8th house (even if the birth-time is not exactly right). This means the Pisces person is fascinated with the Libra person and magnetically attracted to them.

With the Libra person it's hard to say, because we need their birth-time to ascertain their perspective on the Pisces person. The synastry aspects do indicate that the Libra person is at the very least physically attracted to the Pisces person. The Libra person is more likely to pursue the Pisces person because their masculine planets, the Sun and Mars, both aspect the Pisces person's Venus and Moon. Sun in Libra is sextile Sagittarius Moon, and Mars in Capricorn is sextile Pisces Venus. Each by only 1 degree.

Personally, I see plenty of reasons for attraction based on synastry aspects at least. Sextiles actually do work. Soft aspects don't create a lot of drama and fuss, like hard aspects. Rather they have a stimulating flow which promotes relationship stability rather then dramatic ups and downs.
This synastry does have a couple of hard aspects though. Venus conjunct jupiter is a super sweet, happy aspect. Saturn Square Saturn indicates having to work hard to organize practical issues together. And Uranus and Neptune conjunct Mars is volatile and otherworldly. Saturn conjunct Moon means that the Saturn person is able to provide a feeling of security to the Moon, and also that they can be a little rigid towards the Moon at times.
